California State Championships Eligibility & Guidelines

  1. For the State Championship podiums, riders must be a California resident as shown by USAC License, California driver’s license or other state issued identification.
  2. Riders must be a United States citizen or a Permanent Resident (verified) and have a current:
    ● USA Cycling International License or
    ● A foreign International License or
    ● USA Cycling Domestic Annual License
  3. Riders must be licensed for the category in which they are attempting to register.
  4. Out-of-State Racers within SCNCA or NCNCA are allowed to participate but will not qualify for championship podiums.  They will be eligible for any other awards and prizes, excluding championship medals, prizes, or jerseys.

5. At state, regional, or national championships riders are restricted to competing in races specific to their race age and/or category. Juniors and Masters cannot race up or down for championship races. Racers must use their correct racing age, which is listed on the USAC License.

6. Classes may be combined and riders race together but will be scored separately in accordance with the guidelines outlined in this document and the USAC Rulebook.

7. A state champion will be awarded to the first rider of the below age and license categories. Classes will be the same for men and women: 

JUNIORS 

• 11-12 
• 13-14
• 15-16
• 17-18

MASTERS (restricted to cat 1-3 for men aged 35-54 and women 35-44; thereafter open to cat 1-4)

• 35-39
• 40-44
• 45-49
• 50-54
• 55-59
• 60-64
• 65-69
• 70-74
• 75-79
• 80-84
• 85+ 

ELITE 

• Pro (Members of UCI road teams)
• Category 1/2 (**if cat 3 riders are included in the P/1/2 race, they will be eligible for the jersey if they win the race & meet eligibility requirements, however if they race separately, no separate cat 3 jersey will be awarded)

With the exception of the Time Trial event category (not included in the inaugural year), all classes must have at least four (4) riders for a championship to be awarded. If there are less than four riders, that class will be combined with the next higher class (or lower age bracket). There will be only one championship awarded to the combined class. The exceptions to this will be for riders who are members of UCI road teams and younger Masters age groups. For UCI, if there are less than four riders, then no UCI championship will be awarded (as there is no higher category to combine them with and USAC rules prohibit members of UCI road teams to take a championship from a lower category). For Masters, combining of fields with less than four will begin with the 85+ age category. Once the four-rider minimum has been reached, the combined category will be one inclusive age group. The process will continue chronologically down through the younger age categories. If there are less than four riders remaining in a combined age group category, riders may race, but there will be no championship awarded for that combined category.
