2024 NCNCA Motor Referee of the Year! 

Mark Hemhauser, exemplifies professionalism and a calm demeanor, always eager to learn and improve. He actively seeks feedback and is a valuable asset to our team. In just his second year, Mark has already shown the qualities of a truly exceptional motoref.

Last year at the demanding Original Merced Criterium, Mark faced challenges with radio communication in his very first criterium race. Despite these obstacles, he calmly navigated the day, showcasing the ability to perform under pressure.

Mark’s dedication to learning, strong work ethic, and professionalism make him a standout.

2024 NCNCA New Official of the Year: Chibuike Agba

Chibuike Agba affectionally known as Chibs, has made a significant and positive impact on officiating within our district.

Chibuike demonstrates a strong desire to learn and actively seeks opportunities to expand his knowledge across all aspects of of officiating. He consistently seeks out learning experiences, including apprenticing in various race disciplines.

His dedication is truly impressive. He willingly traveled a considerable distance to observe another race, not for compensation but to learn. During this event, he actively engaged with experienced officials, asking insightful questions and demonstrating a clear understanding of the officiating process.

Chibuike’s growth as an official has been remarkable. A Chief Referee observed “My initial impression of Chibs during the morning briefing was one of reassuring confidence. He clearly possesses a strong grasp of his responsibilities which instills a sense of peace of mind in me”.

Chibuike consistently challenges himself by acquiring new skills and stepping outside his comfort zone. He readily accepts all assigned tasks and consistently demonstrates competence in their execution.

Liana Engie

Liana has made a significant impact in 2024, officiating at 19 races across both road and track events. Always eager to expand her knowledge, she trained as an Assistant Referee in a commissaire car and completed the Category B Chief Referee course in Colorado Springs.

Liana has demonstrated consistent focus and attention to detail at every race she works. Her seamless transition from SoCal to NorCal officiating was marked by careful planning and a proactive approach to managing local race dynamics. She is making great strides in advancing her officiating career and has ambitious goals for the future.

In particular, Liana has taken full advantage of every educational opportunity available, continually enhancing her skills. She has stepped up to take on numerous Chief Referee assignments, often for events that are difficult to staff, and has exceeded expectations in every role. Her professionalism—both in appearance and demeanor—is evident in her interactions with riders and fellow officials alike.

A standout moment this year was her role as Chief Referee at the Giro of San Francisco. Liana kept the crew on track, ensuring they were comfortable with her decisions while maintaining a calm and professional presence. It’s a pleasure to work with Liana, and we look forward to seeing her continue to excel in her officiating career.
